About the Position

We are now looking for an Interim Manager for a newly established unit within a government agency's HR department, specifically in the employer policy section. The purpose of the assignment is to temporarily ensure a secure and present leadership in payroll, systems, and staffing, relieve the organization during a period of high workload, and prepare the operations for a long-term and regular solution.

As the unit manager, you will have overall responsibility for leading, directing, and developing the operations and its approximately 14 employees. You will plan, organize, and prioritize the work within the unit and ensure a qualitative, efficient, and legally secure payroll management for the entire organization. The assignment also includes creating structure, clarity, and stability in the newly formed unit.

The unit will be responsible for payroll, systems, and staffing and will be established in connection with an organizational change. While waiting for the recruitment of a permanent manager, we are looking for an experienced leader who can take on the role during a transition period.

Assignment Period and Scope:

The position of Unit Manager is a full-time consulting assignment starting on 2026-02-01 and is expected to last until 2026-06-30. There is also the possibility of extension until 2026-12-31.

The position is located in Solna, and the work is performed only on-site at the agency's premises.

Requirements for the Position:

  • A university degree in economics, HR, personnel administration, or a field deemed relevant and equivalent by SiS. A degree certificate must be presented upon request.
  • At least seven years of experience in payroll management and payroll systems in an organization with at least 500 employees.
  • At least two years of experience as a manager in a relevant area.
  • Solid experience in systematic work with payroll-impacting events.
  • Solid experience in streamlining and creating processes for operational work with payroll and HR systems.
  • Solid experience in developing clear processes for internal governance and control of payroll processes.
  • Ability to attend an interview during weeks 5 and 6.
  • Present several reference assignments related to similar work carried out in the last five years, which should include:
    • summary of each reference assignment
    • information about the nature and scope of the assignment
    • client
    • assignment period
    • contact person at the client (name, phone number, and email address).

You also have good collaboration skills and build trusting relationships within the organization.
